One in four Viennese lives in municipal housing. Add subsidised housing and more than 60% of residents live in homes whose rules are set by the city. The model was born between the wars: “Red Vienna” delivered more than 61,000 homes, funded by a dedicated tax. A century later, the city still buys land, builds and selects projects through competitions. For a company, a landlord, a local authority or an HR team looking to house its staff, Vienna shows what a city becomes when it treats housing as infrastructure.
More than a kilometre long, the Karl-Marx-Hof had 1,382 flats for about 5,000 residents when it opened in 1930. Only 18% of the plot is built on: the rest is courtyards, gardens and facilities. In the former laundry, the Das Rote Wien exhibition tells the story of municipal housing.
